View Records Sponsored partner optionRhode Island BCI publishes exactly what its state report includes and what it leaves out. That makes it important to distinguish the state BCI from a national fingerprint check before the result is used.
Move to the national fingerprint route only when the employment, license or other authorized purpose specifically requires that product.
For an RI background check, the Attorney General’s BCI state report is the official Rhode Island criminal-history product. Its scope does not include federal or out-of-state arrests. Certain employment or licensing purposes instead require an authorized national fingerprint check, and third-party release of the state report follows BCI’s signed authorization process.
The Attorney General’s BCI explains that the state background report reflects fingerprint-supported arrests that resulted in a criminal conviction or equivalent outcome, along with cases still pending prosecution under the state’s report rules. It also states what the report leaves out, including federal arrests, arrests outside Rhode Island, and records sealed or expunged by court order.
That disclosure prevents two opposite mistakes. A user should not call the BCI report a nationwide history, but they also should not dismiss it as a simple name search: Rhode Island criminal-history records are fingerprint-supported. The right interpretation is a state criminal-history product with a defined public/reportable scope.
| Product | What it covers | When it fits |
|---|---|---|
| Rhode Island state BCI | Reportable Rhode Island criminal-history information under BCI rules | General state background-check purposes that accept the Rhode Island product. |
| National fingerprint check | Authorized state, federal and out-of-state criminal-history search | Specific employment, license or caregiver purposes identified by Rhode Island law. |
| Court file | The underlying Rhode Island criminal case | When the precise disposition, filing or current status must be verified. |
| Third-party state BCI release | Same state report delivered under signed/notarized authorization | When a recipient other than the subject is permitted to receive the state report. |
Federal and other-state arrests require a different authorized source.
BCI describes a signed and notarized release process rather than casual sharing.
Do not treat a missing sealed item as a repository failure.
